During the 2020 Mardi Gras season, Terrebonne Parish Consolidated Government (TPCG) placed 100 garbage carts along the parade route as part of the Clean Sweep program. 

“It was a success,” said Clay J. Naquin, TPCG Solid Waste Administrator. “I’ve seen some social media posts where people were saying that people didn’t use them, but for the most part, the cans were full.”


Naquin noted that people also used their regular Terrebonne Parish cans and answered the request of piling full trash bags next to the added blue carts. “The cans being out there gave peace of mind to the people who were consciously looking for a place to put their garbage,” he continued. 

The program, which aims to  “keep the good earth clean and green”, was implemented just before last year’s Carnival season. 

In addition to the the Pelican Waste blue trash cans (which the Parish owns and will use throughout the year at various events, Naquin said), it also includes street sweepers, two-man parish litter crews who pick up trash at hotspots throughout the area and the Terrebonne Parish Sheriff’s Office inmate litter crews, Naquin said. 


For the inmate program, TPCG pays the Sheriff’s Office $150,000 a year, Naquin said, and it includes two supervising deputies, 10 to 12-man crews and two vehicles for transportation. 

One hundred thirty-eight tons of trash was picked up during the 2020 Mardi Gras season, Naquin said. 

Naquin added that a lot of work goes on behind the scenes, with Parish employees cleaning up areas in the wee hours of the morning before the trustees get out there following parades. 


He also commended the efforts of Terrebonne Parish President Gordon Dove. 

“It was the Parish President who went to [the Council] with this idea. He was open-handed with it and said, ‘Let’s go with it,’” Naquin said. “And it was a big success.”
