The wife of a Houma police officer at the center of a local controversy was booked into the Terrebonne Parish jail Friday morning for DWI and careless operation, following a minor wreck on Main Street near Hollywood Road.

Shortly after 8 a.m. State Police from Troop C responded to a two-vehicle crash. It was alleged that Jennifer Anderson rear-ended another vehicle.

“The investigating trooper detected signs of impairment and Anderson was subsequently arrested for DWI and Careless Operation,” said Trooper Jesse LaGrange said Anderson submitted a breath sample and was above the legal limit for intoxication, which .08 blood alcohol content.

No injuries were reported.

Anderson and her husband, Wayne Anderson, are engaged in litigation against the Terrebonne Parish Sheriff’s Office and Consolidated Government as well as the Terrebonne Conservation and Levee District. They have sued Sheriff Jerry Larpenter, Parish President Gordon Dove and levee board chairman Anthony Alford personally as well. They allege a conspiracy to deprive them of their civil rights. Deputies seized computers and cell phones from the couple’s home last year during an investigation into alleged violation of Louisiana’s criminal defamation statute in connection with a blog called ExposeDat. The blog and a related Facebook page under created under the pseudonym John Turner alleged corrupt connections between the various government entities and personalities.

The Louisiana First Circuit Court of Appeals declared the warrant used for the seizures invalid, because the complainant, insurance broker Alford, is also a public figure. Alford is president of the levee district.

Litigation filed at the federal court in New Orleans by the couple’s attorney, Jerri Smitko, that the public figures named in the blog violated the Constitution, and are thus liable for civil damages.

Larpenter has denied that the investigation was a result of personal pique but rather that he was required to have his detectives take the case because of a complaint by Alford. The litigation alleges that Dove made a complaint, however the record indicates that he gave a statement to a detective in connection with the Alford complaint. The litigation filed by Smitko suggests strongly that one or both Andersons was involved with posting the blog, in that it alleges violation of their First Amendment rights of free expression.

However, neither of the Andersons has publicly admitted this. Neither Anderson has been charged with a crime in connection with the blog, because the state appellate court ruling as interpreted to mean that no crime had been committed.
