Following Hurricane Ida, the South Louisiana Economic Council (SLEC) established a three-phase plan tagged Bayou Back to Business. This plan was developed on past hurricane recovery experiences and with the goal of assisting businesses to reopen as quickly as possible. Three phases were outlined in the plan: Assessment, Recovery, and Assistance. To date Phases 1 and 2 have been completed.

Phase 1: Assessment — work to assess business damages and needs to reopen

Phase 2: Recovery — provide resources to businesses to mitigate damages and address needs.


In Phase 2, SBA Recovery Centers were established in both Lafourche and Terrebonne Parishes as financial assistance was discovered to be the greatest need of most businesses.

Prior to the storm, SLEC received EDA funding, in cooperation with LED, to offer technical assistance services. As our communities are being rebuilt, SLEC is happy to announce it is now allowing interested businesses to sign up for technical assistance services as it enters Phase 3 of its Hurricane Ida Response and Recovery Plan.

Phase 3: Assistance — align technical assistance funding with business needs for recovery, growth, planning, and pivots.
