BISCO director weighs in on ‘English only’ proposal

Joseph Jeffries Blanchard, 69, a native of Napoleonville, La., and a resident of Houma, La., died Monday, July 14.
He is survived by one brother, Ray Blanchard and wife, Nelda, of Rosepine; and numerous relatives.
He was preceded in death by his parents, Jeffrey Blanchard and Lillian Arcement Blanchard; two brothers, Everett Blanchard and Louis Blanchard; and two sisters, Joyce Blanchard and Theresa LeBeouf.
He was retired with Weatherford Gemoco after 25 years.
He was buried at Terrebonne Memorial Park Cemetery.
Chauvin Funeral Home is in charge of the arrangements.
