One week after lobbying a state agency to levy penalties on a downtown Houma nightclub, Terrebonne Parish officials and The City Club of Houma have reached an agreement.

On Jan. 25, state Alcohol and Tobacco Control officials held a hearing at the Terrebonne Parish Government Towers. Local officials and residents testified that the City Club poses a public nuisance.


Louisiana Office of Alcohol and Tobacco Control Commissioner Troy Hebert issued City Club a warning and stipulated that its owner Mike Fesi Jr. would face fines, suspension or the revocation of his alcohol permit if the club doesn’t uphold its end of the new agreement.


Hebert offered Fesi 10 days to meet with local officials and establish new terms geared at ensuring the club “operates responsibly.”

The terms are:


• Raising the age limit for entry into the club from 18 to 21 years.


• The club will provide security detail for downtown Houma to keep patrons safe from loiterers and monitor other activities.

• The music from the club will be monitored more closely so as to not violate the sound ordinance. Doors to the club will be closed while music plays.


• Security personnel employed by the City Club will escort bar patrons to their cars.

• Bar patrons will be encouraged to utilize the side door when exited.

• Last call for alcohol will be at 1:45 a.m.

• Approval will be obtained from the state fire marshal prior to the installation of any interior walls.

• Employees have agreed to pick up trash from the exterior of the building during and after events.

• City Club has agreed to notify law enforcement agencies when major artists are in town that could potentially attract large crowds.

“We will continue to monitor the situation to make certain that the public’s interest is protected,” Hebert said. “I would like to commend (Houma Police) Chief (Todd) Duplantis and Mr. Fesi for their cooperation.”

The City Club of Houma is implementing a number of measures – including raising the admission age from 18 to 21 and providing security details to ensure patron safety – outlines by the Louisiana Alcohol and Tobacco Control Commission.
