“This is a big step for me and a big step for Terrebonne Parish if I’m elected,” Terrebonne Parish District 3 Councilman Billy Hebert said as he formally announced his intention to run for the Louisiana House of Representatives District 53 seat, currently held by state Rep. Damon Baldone, who is ineligible to seek re-election due to term limits.

Hebert, 65, is a lifelong resident of Houma, a graduate of Nicholls State University and an accountant and business owner by trade.


Along with his wife, Barbara, who is a retired teacher, Hebert has dedicated himself to volunteer work, particularly with the special needs individuals involved in Terrebonne Association for Retarded Citizens, of which he served on that agency’s board of directors from 1994 until 2002.


Hebert also was a member of the Bayou Cane Fire District Board between 1997 and 2004, and sat on the Terrebonne Parish Consolidated Waterworks District No. 1 Board from 2002 until 2008.

While a member of various boards, he has taken on leadership roles with their interior committees. Currently Hebert is serving and near completion of his first term on the Terrebonne Parish Council.


Hebert had previously been listed as a Democrat, but said he intends to seek state office as an Independent. Issues of concern for him include homeowners insurance, drainage and fresh water supplies, road improvements and traffic flow, various utilities and fire protection, and recreational opportunities for children.

He also said he would like an opportunity to approach state and federal officials in attempting to secure funds for hurricane protection measures, build ship channel locks to prevent flooding and saltwater intrusion, and insure continued funding of Chabert Medical Center.

Regarding his motivation to seek a state-level position, Hebert said that his record of community service has prepared him to take that step. “I feel like I am ready to run to the next level to help Terrebonne Parish. I feel my experience serving on boards since 1990 has prepared me to run for state rep in District 53.

“My life and business experiences give me a good understanding of the issues. This area has been good to me and now I want to give back. I am a conservative, positive person. I have a proven record of proven results.”

Hebert is the first candidate to come forward and announce his intention to seek the District 53 seat. Official qualification for elected positions will take place Sept. 6, 7 and 8. Perspective candidates may register at their parish clerk of courts office.
