Houma Police arrested a homeless man Wednesday morning after motorists reported the man meandering through traffic and screaming obscenities at passing vehicles, a department spokesman said.


Lt. Todd Duplantis said Daniel James Toups, 34, was arrested around 7:27 a.m. after two callers notified dispatchers that a very intoxicated man was walking in and out of traffic and shouting at passersby. Toups was arrested in the area of Main Street and Grand Caillou Road, he said.

About 25 minutes earlier, Duplantis said two other callers notified police that a man fitting the same description was seen walking in traffic and shouting near Lafayette and Main streets. When police responded to the scene, they were unable to find the man.


Witnesses at Main Street and Grand Caillou Road described Toups’s erratic behavior to police, Duplantis said. According to witnesses, Toups was causing vehicles to swerve out of their lane of traffic to avoid hitting the man, the spokesman said.

When police attempted to contain Toups, he became very loud and began directing obscenities at the officers, Duplantis said. The homeless man told officers that he was depressed and had nowhere to go, he said.

Toups was charged with disturbing the peace by intoxication. He was transported to the Terrebonne Parish Jail.
