Louisiana Public Service Commissioner Scott Angelle received the South Central Industrial Association’s top honor at the organization’s banquet last Thursday at the Cypress Columns.

Angelle was presented the 2013 President’s Award by John Hollowell, Shell Energy Resource Company’s deep water executive vice president.


Founded in 1997, SCIA is an oil and gas related industrial-based business association with more than 240 member firms that employ more than 90,000 employees in several South Louisiana parishes. The organization works to support, draw attention to and impact issues affecting its members including assisting in major infrastructure projects, coastal restoration, levee protection, university and technical college curriculum and scholarships and workforce development. The organization also supports the SCIA Endowed Professorship at Fletcher Technical Community College and a Nicholls State University professorship.

The association also established the Work It! Louisiana program, which links industrial businesses with local students in grades 6-12 to show the future workers possible career paths.

About 400 association members and guests attended the association’s annual banquet, and Randy Cheramie, executive director of the NSU Chef John Folse Culinary Institute, served as the master of ceremonies for the event.


Ed Cullen, who is retired from The Advocate in Baton Rouge, was the evening’s keynote speaker. Cullen is known for his Sunday column called “Attic Salt” and other features at the newspaper, as well as his essays for National Public Radio’s “All Things Considered,” the station’s afternoon news show from Washington, D.C. The essays were turned into a collection of stories and commentaries called “Letter in a Woodpile”.

Awards were also presented to Kerry Chauvin, who recently retired as the Chairman of the Board and President of Gulf Island Fabrication, Henri Boulet, executive director of LA 1 Coalition, and Clifford and Kenny Smith of T. Baker Smith.

SCIA President Ted Falgout presented Chauvin with the SCIA Lifetime Member award for his support and commitment to SCIA throughout the years, and the Smiths received the SCIA service award for their leadership in the community, region and state. SCIA executive director Jane Arnette awarded the Tillman Esteve Outstanding Member of the Year Award to Boulet, who has worked as co-chair and supported the SCIA Infrastructure and Governmental Affairs committee for many years. Boulet has also represented SCIA on the I-49 national coalition.


Falgout also gave his speech as the association’s outgoing president and spoke of his accomplishments, including the establishment of the Nicholls Maritime Management Curriculum, his co-hosting of a congressional summit with Port Fourchon and his co-hosting with Bollinger at the National Maritime Management meeting. Tony Alford with ASLR and Kirk Meche with Gulf Island Fabrication, who were retiring as board members, accepted plaques for their past services as director, advisor and president of SCIA.

Kerry Chauvin, a founding SCIA member, installed the organization’s 2013-2014 officers, including President Lori Davis of Rig-Chem; Executive Vice President Lynn Falgout of Bollinger Shipyards; Vice President Robert Clemons of SEACOR Marine; Secretary O’Neil Malbrough of CB and I and Treasurer Charles Theriot of Charles C. Theriot and Company, CPAs. The following directors were also installed: Travis David of RAMCO; Edward Bouterie of Bourgeois Bennett, CPA’s; Cory Kief of Crosby Tugs; Bill Blanchard of Gulf Island Fabrication and Ted Falgout of Ted Falgout and Associates.
