A Thibodaux couple is facing up to $54,000 in fines and possible jail time after Thibodaux Police Department officers discovered more than 27 animals living with the family in their mobile home.

“I have never seen so many animals removed from a home in my whole life, not just in my years in law enforcement,” said officer and department spokesman David Melancon. “These people were just picking up strays and bringing them home.”


Archie Horsley Jr. and Melinda Horsley have each been issued 27 misdemeanor citations for cruelty to animals after TPD officers responded to a neighbor’s May 22 complaint that several of the couple’s dogs were loose and barking at people. When officers arrived at the home to tell the Horsleys that their dogs were loose, they discovered 24 dogs and three cats living in the home with the couple and their two children. The couple was also charged with cruelty to juveniles due to the amount of animal feces on walls and floors of and in the children’s beds.


In addition to the fines, $1,000 for both adults for each charge, the couple may also face up to six months in jail, if convicted.

“Neighbors and officers were both shocked at the number of animals living in the home,” Melancon said.


While the couple’s children have been allowed to stay with other family members, the couple has surrendered all of the animals to the parish, and two parish animal shelter trucks were needed to transport the animals, mostly small mixed breed dogs like Shih Tzus, Chihuahuas and terriers.

“None of the animals had to be put down due to health issues,” said shelter attendant Crystal Badeaux. “Some of the Shih Tzus were really matted, a few of them were a little malnourished and one is suffering from some sort of skin allergy, maybe fleas or mange, but they are all in pretty decent health.”

The owners have surrendered all of the animals, and the dogs and cats will be put up for adoption on June 6.

“A few of the dogs are a little skittish, but none of them are mean,” Badeaux said. “I’ve been here a year, and that is the most animals I have seen come in from one home.

“Some people really love animals, but they just can’t afford to take care of them. I think this is what happened in this case.”
