After being cited by the Louisiana Legislative Auditor for three findings, L.E. Fletcher Technical Community College has taken corrective actions.

According to Louisiana Legislative Auditor Daryl Purpera, Fletcher did not comply with Student Financial Aid (SFA) regulations, did not adequately charge student technology fees and did not report outstanding checks within, but not limited to, the last two fiscal years.


Purpera’s office noted that Fletcher did not return $19,289 of SFA funds to the U.S. Department of Education within the required time frames, did not maintain SFA funds in an interest–bearing account and incorrectly reported or could not provide evidence to support amounts required for federal reporting. For six Pell grant drawdowns totaling $136,491 between October 2013 and February 2014, Fletcher could not identify in what draw an individual student’s funds were received, according to the report.

The failure to charge students adequate technology fees for the fall 2010 through spring 2014 school semesters resulted in the loss of $60,913 in fee revenues, and the college did not report outstanding checks totaling $5,938, which were held for more than one year, the report said.

According to a four-year trend analysis by the Legislative Auditor, Fletcher has become more dependent on tuition, fees and other revenues as state appropriations and federal funds decline. Operating expenses continue to increase as enrollment increases, the report adds.


In letters sent from Fletcher to Purpera, the college acknowledged and concurred with the Legislative Auditor’s findings.

In response to the findings, Fletcher said it has taken several corrective actions. The college said staff members met with legislative auditors Sept. 3 to review the corrective measures taken.
