Hostage situation ends in Thibodaux with arrest of 49-year-old


A Thibodaux woman was allegedly beaten and held against her will for more than 20 hours last week.

The suspected perpetrator is facing felony domestic abuse charges.

Lafourche Sheriff Craig Webre said this week that Jamie Scarbrough, 49, of Thibodaux, was arrested and charged for his alleged role in the incident, which took place on Feb. 1.


Scarbrough is charged with felony domestic abuse battery and false imprisonment – officer charged with a dangerous weapon.

His bond was set at $60,000, but he is not eligible for release, as Scarbrough is being held by the Louisiana Probation and Parole board.

According to Webre, LPSO deputies were called to a Thibodaux house on Feb. 1 after a call stating that a woman had been beaten and held against her will by a man that she had previously had a relationship with.


Through investigation, deputies learned that the woman arrived for lunch on that day when she allegedly discovered Scarbrough standing outside the residence. Authorities said the suspect then forced the woman inside and held her there throughout the night with a knife.

On Tuesday morning, authorities said that the woman attempted to flee the residence, but Scarbrough caught her and then allegedly struck her several times on the face and body. She then got free and was able to call for help.

Authorities said they contacted Scarbrough by phone, and he eventually agreed to surrender to deputies.


He was taken into custody without incident and is charged with the aforementioned offenses.

Multiple arrests during checkpoint

Lafourche Parish Sheriff Craig Webre said several individuals were arrested during a Friday seat belt and DWI checkpoint, which took place in the 3400 block of La. Highway 1 in Raceland.


The checkpoint began last Friday night, and was conducted along La. Highway 1 near the Champagne-Harrelson Memorial Bridge.

During the checkpoint, officers gave two motor inspection sticker violations, which led to four arrests.

The first incident occurred at 5:45 p.m., which led to the arrests of Donald Livas, 33 and Michael Diggs, 33, both of Houma.


As the suspects drove through the checkpoint, deputies said they noticed the odor of marijuana coming from the vehicle’s interior. Through investigation, authorities said they found Livas to be in possession of 144 grams of marijuana, 2.2 grams of cocaine, a pistol, drug paraphernalia and an open container with an alcoholic beverage.

Diggs, who was a passenger in the vehicle, had an active warrant for Thibodaux City Court, and was arrested.

Another passenger, Damien Jackson, 34, of Houma, was given a citation for an open container and was released.


Diggs was charged for his outstanding warrant, which carried a one-day sentence. He was later released. Livas was booked on charges of possession with intent to distribute marijuana and cocaine, possession of drug paraphernalia, possession of an alcoholic beverage in a motor vehicle and illegal carrying of a weapon in the presence of a controlled dangerous substance. He is being held in lieu of a $15,350 bond, but he is also being held because of outstanding warrants in Terrebonne.

A Thibodaux woman was attacked by dogs in the city. The dogs’ owner said his pets were just trying to play and meant no harm.

On Feb. 2, at approximately 8 a.m., TPD said a woman and her friend were walking in the 900 block of Lagarde Street when five pit bulls began chasing them on the roadway. The victim’s friend stopped running and remained still as the victim started to run. The dogs stopped chasing both of them, and focused on the victim. Police said the dogs bit her as she fell to the ground in a yards on the street.


A couple passing in their vehicle saw what was happening and chased the dogs away. The victim sustained injuries to her arm and leg that required medical attention.

The owner of the dogs, Lance Clemons, 46, of 909 Lagarde St., Thibodaux, was allegedly laughing as the dogs chased the victims. Police said Clemons told them that only three of the dogs were his, and that they just wanted to play.

The suspect is charged with three counts of dogs roaming city streets and three counts of dogs required to be vaccinated against rabies.


Bomb scare suspect arrested

A suspect wanted for calling in bomb threats in Thibodaux is now in custody.

On Nov. 15, 2015, at approximately 5:35 p.m., authorities said Roland Carcisse Jr., anonymously called a business in the 1100 block of Audubon Avenue, claiming to have placed a bomb around the business. Business patrons were evacuated and a perimeter was set up by authorities. The threat was deemed a hoax.


TPD said another account was later created. That account was also tied to Carcisse.

He was arrested in Ascension Parish and charged with communicating false information of planned arson, terrorizing, online impersonation, aggravated assault and cyberstalking.
